: The present paper aims to investigate the new project of accession to the European Convention of Human Rights. Interest is the individual appeal at the European Court of Human Rights and the autonomy of the law of the European Union. It is worth paying attention first of all to the aspects of the accession of the Union to the ECHR, as well as to the adaptation of the individual appeal procedure before the ECtHR. This is a discipline that aims to ensure the integration of the law of the European Union as well as to achieve the accession that leads to the effective strengthening of the protection of individual rights within the legal order of the Union. Also important is the aspect that reflects (and cannot be preliminary) the potential and limits the individual appeal procedure to a new draft agreement within the perspective of the autonomy of the law of the Union through the rank of constitutional

: In the mid-1960s, representatives of the European Communities (EC) took note of the growing concern among the scientific community and civil society about the welfare of animals in livestock farming. The directive on the protection of laying hens kept in battery cages, called for by the EC Council in 1979 and adopted in 1988, was the first regulation on the living conditions of farm animals at the Community level. It simply lays down minimum standards: this article examines in particular the provision that “laying hens must have at least 450 cm² of cage space.” However, this legislative process was motivated less by concern for animals than by the urgent need for European integration, and more specifically, the harmonization of the European agricultural market. Although it explicitly aims to “protect battery-farmed laying hens,” this directive does not actually protect laying hens, but provides a standard for strengthening trade within the free market and ultimately defines animal products as just another co[...]

: Brussels, 27 April – Today marks the 10th anniversary of the GDPR’s adoption, the first comprehensive data protection framework spanning an entire continent, establishing clear rights for individuals and obligations for organisations across Europe. The moment that led to the creation of the EDPB The GDPR led to the establishment of the European Data Protection Board (EDPB) on 25 May 2018, replacing the Article 29 Working Party that was previously in charge of dealing with issues relating to the protection of personal data. The GDPR gave the Data Protection Authorities (DPAs) stronger enforcement powers and expanded the scope of their work from focusing mainly on national compliance complaints to routinely dealing with cross-border cases. In the past 10 years, the 31 European DPAs comprising the EDPB have worked together to ensure the consistent enforcement of the GDPR and a harmonised data protection approach across Europe. A key role in an evolving digital landscape Today, the GDPR is part of a broader an[...]

: A record-champion equestrian is on her way to a horse race. On the way, she is involved in an accident not caused by her. As a result of the accident, she cannot compete in the race. In civil liability law, it is general consensus that in this case the equestrian can claim the damage suffered - to her car, her horse, and any physical and even possibly mental injuries. But can she claim more than that? Does it make a difference that she was on the way to a race where she intended to compete (and possibly win)? Since 1889, in French civil liability law, a lost opportunity can constitute a compensable loss under the condition that the lost chance is of a direct and particular nature. As “the actual and certain disappearance of a favourable eventuality” in case law, French courts tend to consider a lost opportunity raised as a valid compensation claim, just as an actual loss suffered. This extensive understanding of a lost opportunity in French civil law is unique compared to other European systems, such as the [...]

This meeting marked the second of its kind, following the first gathering in October 2024 . An adequacy decision is a key-mechanism in EU data protection legislation which allows free flow of personal data from Europe to third countries or an international organisation offering an adequate level of data protection.* To date, the following countries and organisation benefit from this: Andorra, Argentina, Canada, Faroe Islands, Guernsey, Israel, Isle of Man, Japan, Jersey, New Zealand, Republic of Korea, Switzerland, United Kingdom, Uruguay, United States, and the European Patent Organisation . Data Protection Authorities from those countries and the European Patent Organisation are key partners for the EDPB, playing a key ro[...]

During the first panel , speakers emphasised the critical need for cooperation between regulatory bodies in the fields of data protection and competition and shared views on what regulators in the two fields can learn from each other, especially in the aftermath of the Bundeskartellamt ruling. A speaker emphasized that regulators should align their approaches and recognize synergies between the two fields, such as protecting consumers and [...]
: Parliamentary institutions generate extensive, domain-specific legislative documents, including normative texts and parliamentary debate transcripts. These documents differ in content and linguistic complexity, making automatic summarization essential for producing coherent summaries aligned with institutional standards. While large language models (LLMs) achieve high summarization quality, their computational requirements limit deployment in parliamentary and public-sector environments. In contrast, small language models (SLMs) offer a more resource-efficient alternative, but their capabilities and performance relative to LLMs, extractive methods, and other SLMs remain underexplored. In this work, we present the first comprehensive evaluation of SLMs for legislative summarization, assessing their effectiveness across document types and languages. We use two complementary datasets: EUR-Lex-Sum, a multilingual corpus of normative texts covering six European languages, and ParcanDeb-Sum, a Spanish dataset of p[...]

: Context In the face of climate change and with its Mediterranean climate, the city of Marseille and its densely built historic center are likely to be increasingly confronted with risks such as heat waves, drought, and heavy rainfall in the coming years (Gaucher et al., 2020). Marseille’s historic housing stock also faces severe deterioration, especially in working-class areas of the first three districts. These issues have been highlighted since 2018 and the collapse of two buildings in the Noailles district, which caused the deaths of eight residents. The wave of mass evacuations that followed, affecting over 1,200 buildings and between 7,000 and 11,000 people over the following six-year period (Dorier, 2024), and the strong citizen reaction to these events have put run-down housing back on the public agenda in the historic city centre. Today Marseille’s city centre is the focus of an urban redevelopment project (projet partenarial d’aménagement) voted in 2019, which directly resulted from the 2018 buildin[...]
: Brussels, 12 September - During its September plenary meeting, the European Data Protection Board (EDPB) has adopted guidelines on the interplay between the Digital Services Act (DSA) and the General Data Protection Regulation (GDPR) . These are the first set of EDPB guidelines on the interplay between the GDPR and the EU’s recently adopted digital laws. The DSA aims to complement the rules of the GDPR to ensure the highest level of protection of fundamental rights in the digital space. Its main goal is to create a safer online environment in which the fundamental rights of all users, including the right to freedom of expression, are protected. It applies to online intermediary services , such as search engines and platforms. Several provisions included in the DSA entail the processing of personal data by intermediary service providers. The EDPB guidelines contribute to the consistent application of the DSA and of the GDPR, insofar as some provisions of the DSA concern the processing of personal data by inte[...]
: The Framework Convention on AI builds on international human rights law to establish a legal instrument aimed at ensuring respect for fundamental rights and principles recognised by States in the context of the development and use of AI. It is therefore in line with international and European ethical frameworks on AI. At the same time, it is a unique text, the first multilateral treaty applicable to activities within the AI lifecycle. This raises questions about its contribution to the contemporary co-construction of global AI governance. To this end, this contribution offers a systematic and contextual legal analysis of the main provisions of the text, examining first the holistic scope of the Framework Convention on AI and secondly its high-level normative substance. The analysis shows that the Convention is the result of a global political compromise, which makes it a text with modest and uncertain legal scope, especially with regard to persons affected by AI. At the same time, the legal methodology it ad[...]
: The paper presents a model designed to analyse port governance. It considers that thestakeholders ability to adopt cooperative behaviors constitutes the key element to portdevelopment. Its focus is on medium-sized European ports and fifteen cases were studied. Eachterritory was first subject to a qualitative survey and analysis of the contents of local stakeholdersdiscourse (over 80 interviews conducted). The material is rich, allowing for the comparisonbetween two or even three ports, yet the delicate nature of the relations brought to light addsconsiderable complexity to the comparison within a larger ensemble. The paper, therefore, proposes a semi-automatic treatment which helps to mitigate this difficulty by means of acomputer model based on graph theory. It involves a modelling system based on the relationsbetween the entities of the system. In this context, the relations between stakeholders wereanalysed in order to create typologies and eventually envisage some standard models ofgovernance. In order to[...]
: Brussels, 18 December - The European Data Protection Board (EDPB) has adopted an opinion* on the use of personal data for the development and deployment of AI models . This opinion looks at 1) when and how AI models can be considered anonymous, 2) whether and how legitimate interest can be used as a legal basis for developing or using AI models, and 3) what happens if an AI model is developed using personal data that was processed unlawfully. It also considers the use of first and third party data. The opinion was requested by the Irish Data Protection Authority (DPA) with a view to seeking Europe-wide regulatory harmonisation. To gather input for this opinion, which deals with fast-moving technologies that have an important impact on society, the EDPB organised a stakeholders’ event and had an exchange with the EU AI Office. EDPB Chair Talus said: “AI technologies may bring many opportunities and benefits to different industries and areas of life. We need to ensure these innovations are done ethically, safe[...]
: Advances in medical technology as well as changing individual and societal perceptions of death and dying mean that death, as an event, and dying, as a process, have fundamentally changed. In addition, we know that the process of dying and death, at least in a healthcare context, is different based on where it happens, to whom it happens, and why it happens. We know that the process remains heavily medicalised, with calls to understand dying and death more relationally, culturally, socially, and philosophically. There is a great benefit in disciplines working together to promote cross-jurisdictional perspectives and methodologies, and to prioritise interdisciplinary thinking and research on end-of-life issues, for the benefit of society, the individual, healthcare professionals, and healthcare itself. Our contribution to this special issue on end-of-life for the Journal de Droit de la Santé et de l’Assurance Maladie serves a small part in this bigger goal for an interdisciplinary approach to end-of-life disc[...]

: Brussels, 16 April – During its latest plenary, the EDPB has adopted Guidelines on processing of personal data for scientific research purposes . In addition, the Board has created a team to speed up the finalisation of the guidelines on anonymisation. The EDPB has also adopted two opinions on the two sets of the Europrivacy certification criteria for approval as European Data Protection Seals, one of which to be used as a tool for transfers. Many areas of scientific research rely on the processing of individuals’ personal data, and this has driven significant scientific breakthroughs that benefit society. The rise of new technologies, such as artificial intelligence, also contributes to scientific progress by enabling researchers to use and analyse data in innovative ways. The main objective of the EDPB guidelines on scientific research is to provide more clarity for researchers and make GDPR compliance easier , while ensuring the protection of individuals’ fundamental rights . “Scientific research can driv[...]

: Brussels, 20 January - The European Data Protection Board (EDPB) has adopted a report on the implementation of the right of access by controllers . The report summarises the outcome of a series of coordinated national actions carried out in 2024 under the Coordinated Enforcement Framework (CEF). It lists the issues that were observed for some controllers, along with a series of recommendations to help them implement the right of access. A central element is controllers’ awareness of the EDPB Guidelines 01/2022 on data subjects rights – Right of access and whether these guidelines were followed in practice. EDPB Deputy Chair Zdravko Vukíc said: “The CEF is a valuable initiative that helps strengthen the cooperation among Data Protection Authorities (DPAs): by tackling selected topics in a coordinated fashion, they achieve greater efficiency and more consistency. How controllers implement the right of access lies at the heart of data protection and it is one of the most frequently exercised data subject rights[...]
: <p>This paper reports on an experiment which connects document design with document theory. Document design is about what documents should do. This aligns with the evolution of document theory from an ontic view of documents to a functional one, which was pioneered[...]
: Brussels, 18 February - The European Data Protection Board (EDPB) has adopted a report on its Coordinated Enforcement Framework (CEF) action on the right to be forgotten (Art.17 GDPR) . The Board selected this topic as it is one of the most frequently exercised GDPR rights and one about which DPAs frequently receive complaints from individuals. The main objectives of this coordinated action are to ensure that the right to erasure is effectively exercised by individuals in Europe and understand how controllers comply with this right in practice. In addition, the EDPB identified good practices and the most important related challenges, with the aim of providing further guidance on this topic. Throughout 2025, 32 DPAs across Europe took part in this initiative. More specifically, 9 DPAs have initiated new formal investigations or have continued ongoing ones, and 23 DPAs carried out a fact-finding exercise. A total of 764 controllers across Europe responded to the action, ranging from small and medium-sized[...]
