Public consultation on the draft BEREC Report on Virtual Worlds and Web 4.0 (BEREC Office)
: Public consultation on the draft BEREC Report on Virtual Worlds and Web 4.0 yannick.stephan Tue, 17/03/2026 - 09:26 Breadcrumbs Public Consultations & Calls for Inputs Deadline: Monday, 20 April 2026 (17:00 CEST) During the 66th BEREC plenary meeting (12-13 March 2026), the Board of Regulators approved the Draft BEREC Report on Virtual Worlds and Web 4.0 (BoR (26) 39) for public consultation. The report in a nutshell Virtual worlds (VW) and web 4.0 are at the basis of a transition to the 4th generation of internet based services, leading toward industry 4.0 and smart society. This shift is driven by artificial intelligence (AI) integration in networks and services. Hence, web 4.0 and immersive services are meant to have a significant economic and social impact by transforming the way in which industrial production evolves and automates its processes. At the same time, they transform the fruition of online content and applications by users. This draft BEREC Report provides a fully-fledged analysis. The first [...]
The Cut-and-Play algorithm : computing Nash equilibria via outer approximations (Faculté de droit Travaux récents)
: dc.contributor.author: Carvalho, Margarida; Dragotto, Gabriele; Lodi, Andrea; Sankaranarayanan, Sriram dc.date.issued: 2026-03 dc.description.abstract: When players in a game face messy decisions—like yes/no choices, rules layered within rules, or conflicting objectives—traditional algorithms often fail to find stable outcomes. Carvalho, Dragotto, Lodi, and Sankaranarayanan introduce a new algorithm, Cut-and-Play, that breaks this barrier. Unlike previous methods, Cut-and-Play handles nonconvex and unbounded decision spaces—the kind often found in real-world markets, public policy, and artificial intelligence systems. It works by iteratively solving simpler approximations of a complex game and then refining them with mathematical “cuts” until a solution is reached. Most strikingly, the algorithm finds equilibria up to 10× faster than existing techniques and is the first of its kind to offer a general-purpose solution method for this class of problems. The work is a leap forward for both the theory and applic[...]
FTC Seeks Comment on X Corp. Petition to Set Aside or Modify FTC Order Concerning Twitter (Federal Trade Commission - Protecting America's Consumers)
: The Federal Trade Commission is seeking public comment on a petition from X Corp., formerly known as Twitter, to set aside or modify its 2022 settlement order with the agency . In its petition to the Commission, X Corp. cited several reasons why it believes that the order should either be set aside or modified so that it terminates at the end of 2026. The petition argues: The order was imposed on a company that no longer exists, that every individual responsible for the underlying failures has left the company and that X Corp. has since built a world-class privacy and data-protection program; The order no longer serves any valid regulatory purpose, imposing millions of dollars in needless costs to address obligations and protections already required by domestic and international privacy regimes and industry-recognized frameworks that X Corp. follows; Setting aside the order safeguards First Amendment values; and Setting aside or modifying the order is critical to advancing American leadership in artificial i[...]
France: three overlapping woes are fuelling a generation of discontent (The Conversation – Articles (FR))
: KEY TAKEAWAYS The French high schooler-led uprising is not a sign of a generational struggle pitting the young against baby boomers. The uprisings indicate a state of discontentment reflecting three grievances: failings within the education system, eco-anxiety and concerns over employment in the age of AI. Far from demanding a break with the established order, young protesters are simply asking for the right to live a good and fair life... like their predecessors before them. Rarely has Freud’s Civilization and Its Discontents seemed so relevant to the times in which we are living. Although the discontents we are currently witnessing do not necessarily affect society as a whole, they are certainly impacting an entire generation born in the 21st century, as well as their parents and their social environment. Admittedly, we know that generations are not homogeneous and that any attempt to generalise is an oversimplification. Nevertheless, the high schoolers that are taking to the streets to protest in this day[...]
