This master’s thesis analyzes the Canadian language policy through one of its fundamental aspects, official languages within the Canadian federal public service. Starting with a historical overview spanning the period going from the English Conquest to the Quiet Revolution, it first recalls the social context in which French Canadians and English Canadians evolved, and to which the Canadian language policy was supposed to respond. In order to evaluate the effectiveness of the Canadian language policy, this thesis carries out an original analysis of the linguistic composition of the federal public service over time. This over 50-year data analysis reveals a dual finding: while francophone public servants are now represented in proportion to their demographic weight in Canadian society, french positions have collapsed by nearly 70% between 1973 and 2024, falling from 12.5% to only 3.2% of all positions, whereas English positions have remained nearly stable, losing only 3.1% of their share over the same period. In a public service that is supposed to be bilingual under the Act, there are today 15 times more English positions than French positions. Moreover, there are six times fewer French positions in the Canadian public service than the actual demographic weight of Francophones in the Canadian society. Furthermore, for every Anglophone public servant who obtains a position in their language, a Francophone public servant has 6 times fewer chances of obtaining a position in their language. As a result, as in the past, English remains the clearly dominant working language of the federal public service, while french continues to be marginalized, in contradiction with some of","id":3260041,"url":"https://hdl.handle.net/1866/46873","titre":"Le français dans la fonction publique fédérale","pubDate":"Tue, 03 Nov 2026 08:25:09 +0100"},{"titre":"Transparence salariale : les employeurs publics sommés de justifier leurs primes","url":"https://www.gereso.com/actualites/2026/11/02/transparence-salariale-employeurs-publics-sommes-justifier-primes/?utm_source=rss&utm_medium=rss&utm_campaign=transparence-salariale-employeurs-publics-sommes-justifier-primes","pubDate":"Tue, 03 Nov 2026 07:51:32 +0100","description":"2,1 %. C’est, selon la direction générale de l’administration et de la fonction publique (DGAFP), ce que les femmes fonctionnaires de l’État ont perçu en moins par rapport aux hommes en 2025, à emploi comparable et temps de travail égal. The maximum punishment that may be imposed is a sentence of two years’ imprisonment or an unlimited fine. It is ordered , under rule 14(1)(b) of the Tribunal Procedure (Upper Tribunal Rules) 2008, that, without the permission of this Tribunal, no one shall disclose or publish the name, or any part of the address, of the appellant in these proceedings or publish or reveal any other information that would be likely to lead to the identification of the appellant. The appellant shall be known as LC. Anyone who objects to this order may apply to the Upper Tribunal for it to be varied or set aside. A copy of this Order shall be published on the website of the Judiciary of England and Wales. REASONS This anonymity order is made on the application of the appellant. It is sought because “the appeal involves a disabled claimant and details of their disability are to reasonably be inferred from a prospectively publicised decision”. I have by a separate decision allowed the appellant’s appeal to the Upper Tribunal. That decision will be published on public facing websites and, if no anonymity order is made, the appellant would be named in that decision. The principle of open justice is of fundamental importance to the justice system. An aspect of open justice is that parties’ names are made public. Derogation from this principle requires justification. Particular regard must be given to the importance of the right to freedom of expression, including the right to publish reports of cases. In this case, I am satisfied that it is necessary to derogate from the open justice principle to the limited extent of not naming the appellant. The appellant has ADHD and anxiety and depression and those features of his health and conditions need to be referred to in the decision on the appeal. In that context, I am satisfied that an anonymity order should be made because I accept a risk of harm could arise for this vulnerable appellant if he was to be identified in these proceedings, because those health details would then be in the public domain. The public interest in open justice and freedom of expression will still be served by this order and the final decision in this appeal being published online. It originally appeared on the website Notes Between Us on June 22, 2022 . It is reprinted here with permission. Language is a product of culture, and it is known that the English language lacks a singular pronoun that signifies the non-specific   he   or   she . Although at times unintentional, this singularity versus plurality of pronouns, coupled with gendered indicators, has helped entrench the binary perceptions of gender found in writing which we are now seeking to change.  The Department of Justice of Canada recently provided a   series of guidelines   on the use of gender-neutral language in a legislative context. These guidelines include as a recommendation the use of the singular   they   and its other grammatical forms ( them ,   themselves , and   their ) to refer to indefinite pronouns and singular nouns 1 . In addition, dictionaries such as the Oxford English Dictionary ( definition 2 | blog ), the Canadian Oxford Dictionary ( definition 3 ), the Cambridge Dictionary ( definition ) and the Merriam-Webster Dictionary ( definition | blog ) have acknowledged both the acceptability – and, for some, the controversy – of the singular   they. While there seems to be a growing acceptance towards gender inclusive and non-binary pronouns, this post seeks to explore an increasingly acknowledged yet still seemingly paradoxical entity in legal writing:   the singular   they . This post briefly investigates the use and acceptance or lack thereof of   they   as a singular pronoun through a review of a limited sample of Canadian legal research, writing, and style guides accessible to the writer. Although current writing practices on gender inclusivity may have since changed since the publication of these titles, this post hopes to assist writers, researchers, librarians, and information professionals by providing a non-exhaustive point-in-time review of Canadian legal writing references and help facilitate a turning point in the journey towards greater inclusivity in legal writing. The Literature Reviewed (in Reverse Order of Publication) Edward Berry,   Writing Reasons: A Handbook for Judges , 5th ed (Toronto: LexisNexis Canada, 2020).  In the sample of guides reviewed,   Writing Reasons   seemed to provide the most inclusive perspective in its instruction. It was somewhat refreshing to see a writing handbook for judges as being the most progressive in its recommendations, albeit also the most recently published. The guide contains a section entitled   Prejudicial Language   and provides a checklist for more inclusive strategies. (p 114-115) “Invite the parties to define their own identity” is first on the list. As an example, Berry notes that some people may prefer the gender neutral   Mx.   to   Mr.   or   Ms . “Be wary of personal pronouns” is also listed. Here, Berry states that those who don’t identify as male or female may prefer   they . Berry notes the acceptance of   they   as a singular pronoun. That’s one of the topics that experts will discuss at an upcoming FTC workshop on issues related to communicating with consumers about class actions . Set for October 29, 2019, in Washington, DC, Consumers and Class Action Notices: An FTC Workshop will feature panelists from a wide range of perspectives exploring what the research suggests about notice methods, claims rates, and redress – and what can be done to improve consumer participation in class action settlements. To enhance our understanding of the issues, FTC staff just released a report summarizing the findings of two studies involving consumer class actions. In the first study, we looked at a sample of more than 140 cases and analyzed how variables like notice methods and compensation amounts affected consumer claims and check-cashing rates. A second staff study explored consumer perceptions of class action notices, including whether people understood their options. Consumer class actions have been an issue of long-standing interest to the FTC. For more than a decade, the agency’s Class Action Fairness Project has worked to ensure that settlements in consumer protection and competition matters provide appropriate benefits to consumers. To that end, the FTC has coordinated with state, federal, and private groups to gather information; looked at the impact of legislative and class action rule changes; and – where appropriate – filed amicus briefs. Free and open to the public, Consumers and Class Action Notices will take place at the FTC’s Constitution Center conference facility, 400 7th Street, S.W., in Washington. We’ll post the agenda soon, but in the meantime, we welcome your comments , including additional consumer perception evidence. We’ll keep the record open until November 22, 2019. Now the good news for consumers: It’s still under warranty. But where can they go to get it fixed? Can the manufacturer restrict a consumer’s ability to go to the independent repair shop of their choice? Can the manufacturer use glue, non-standard screws, and proprietary diagnostic software that make it difficult for independent repair shops to fix things? Do limitations like these affect consumers’ rights under the Magnuson-Moss Warranty Act ? That’s the topic of Nixing the Fix: A Workshop on Repair Restrictions , an FTC event scheduled for July 16, 2019 . Enforced by the FTC, the Magnuson-Moss Warranty Act helps consumers make informed buying decisions and gives them access to remedies if the widget starts to fidget during the warranty period. One key consumer protection under Mag-Moss is that the law prohibits manufacturers from conditioning warranty coverage on the use of particular products or services. Here are some of the questions FTC staff intends to ask at Nixing the Fix : What’s the interplay between repair restrictions and the Magnuson-Moss Warranty Act’s anti-tying provision, which establishes that manufacturers can’t condition coverage on the use of parts or services identified by brand, trade, or corporate name? Do repair restrictions affect the market for extended warranties and service agreements? What types of restrictions are consumers running into when they try to get their stuff repaired? Are manufacturers’ restrictions having an impact on small fix-it businesses? Are manufacturers using software that may render products obsolete or unfixable if consumers engage in DIY or go to a local repair shop? Are repair restrictions necessary to reduce the risk of physical injury or to protect manufacturers from liability for products improperly repaired by others? Do consumers understand the effects of repair restrictions? We’re also looking for empirical research and data about the prevalence and impact of manufacturers’ repair restrictions. For example, what can you tell us about code that disables products that have been repaired by someone other than the manufacturer, product designs that make third-party repairs difficult (like attaching batteries with glue only the manufacturer can remove), contractual post-sale or licensing restrictions, or proprietary diagnostic software and replacement parts? Please send us your research and data by April 30, 2019. Do you have suggestions about possible panelists? Email us at nixingthefix@ftc.gov . Read this first. By Lesley Fair It started as one of those “run it up the flagpole” ideas to enlist big-name gymnasts to promote a brand of mosquito repellent just as news stories about the 2016 Brazil Olympics were sounding warnings about the Zika virus. Public relations firm Creaxion Corporation and specialty sports magazine publisher Inside Publications used a variety of digital strategies on behalf of the brand: athlete endorsements, social media posts, “advertorials,” and consumer reviews. But according to the FTC’s complaint , their efforts violated established FTC advertising principles. Which of those strategies are you using? And are you avoiding legal pitfalls by making appropriate disclosures? Creaxion – an Atlanta-based marketing and PR company – was approached by client HealthPro Brands to help launch its mosquito repellent. They agreed Creaxion would produce a “strategic media relations campaign” that would be “tied to the worldwide outbreak of the Zika Virus.” Creaxion then contacted Inside Publications, publisher of magazines like Inside Volleyball , Inside Cheerleading , and Inside Gymnastics , to broker a partnership with HealthPro. You’ll want to read the complaint for details about the “Social and Digital Media Activation and Athlete Engagement” agreement between HealthPro and Inside Publications, but here are some of the things HealthPro paid for: endorsements by leading gymnasts, magazine “articles” featuring the repellent, the product’s placement in “Good Luck” gift baskets from Inside Gymnastics to top U.S. gymnasts, and social media posts touting the product by Inside Publications and athlete endorsers. According to the complaint, Creaxion president Mark Pettit acted as an intermediary between Inside Publications and HealthPro. Ultimately, 2004 Olympic gold medal gymnast Carly Patterson Caldwell agreed to become a paid spokesperson. She received several thousand dollars for social media posts and an Inside Gymnastics advertorial. (She decided not to attend the Brazil Olympics because of her concerns about Zika.) Olympic gold medal gymnast Jake Dalton also signed on and was paid for promoting the repellent to his fans and followers. The two gymnasts posted endorsements of the repellent on social media without disclosing their paid promotional relationship. For example, Ms. Patterson Caldwell said on Facebook, “I was definitely bummed to have to make the decision to not go to Rio for the summer Olympics because of the threat of the Zika virus, but working on starting a family and being safe and protecting myself was way more important to my husband and me! I am so thankful to have found a safe and organic product (FIT Organic) that will ease my worries as mosquito season approaches.” Similarly, Mr. Dalton posted on Twitter, “Getting Rio Ready! Not worried about Zika. Fit Organic has my back and body covered. Love the Fit mosquito repellent.” Inside Publications also posted and reposted statements on social media about the repellent, primarily through its Inside Gymnastics account, including some featuring Patterson Caldwell and Dalton. According to the complaint, Inside Publications didn’t disclose the spokespersons’ paid promotional relationships with HealthPro or that its own posts were paid ads. Nor did it disclose that the “Caring for Carly,” “The latest on Zika” and “Move Over Mosquitos” articles were really paid ads. The FTC also says Creaxion conducted an online consumer review program that reimbursed Creaxion employees and “friends” for buying FIT repellent and reviewing the product online without disclosing their affiliation with the brand. The complaint charges that the gymnasts’ statements about the repellent were falsely represented as the","source":"FTC USA Business Blog Posts"},{"url":"https://www.gereso.com/actualites/2026/10/05/contractuels-nouveau-visage-fonction-publique/?utm_source=rss&utm_medium=rss&utm_campaign=contractuels-nouveau-visage-fonction-publique","titre":"Contractuels : le nouveau visage de la fonction publique","pubDate":"Mon, 05 Oct 2026 13:41:24 +0200","description":"Le contrat n’est plus une exception dans la fonction publique. It’s no wonder that advertisers are offering purported treatments. But an FTC settlement with a Texas-based business stands for the fundamental principle that companies’ health claims need the support of sound science. The products at issue were Withdrawal Ease and Recovery Ease – and the names were the first of many representations that Catlin Enterprises made about what it pitched as “The Leader in Home Opiate Detox Since 2009.” Withdrawal Ease and Recovery Ease included daytime formulations of vitamins, minerals, and herbs. The nighttime versions had different herbal blends minus the vitamins and minerals. Among the ingredients were passionflower, milk thistle, turmeric, ginger, peppermint, pomegranate, and horseradish. For people dependent on opiates, a major hurdle to recovery is withdrawal. The defendants positioned their products as a solution to that problem: “Withdrawal-Ease customers have reported a significant decrease in the intensity of their withdrawal symptoms after using the system and following the instructions in our Opiate Withdrawal Survival Guide.” “The brain is where many of your withdrawal symptoms originate. Withdrawal-Ease targets specific brain functions in order to help ‘reboot’ your brain’s natural chemical balance and function.” “It’s the most effective and advanced natural treatment for opiate withdrawal and detox that you can buy.” The defendants didn’t end there. In addition to making claims through consumer testimonials, they said the ingredients in Withdrawal Ease had been “proven efficacious under rigorous clinical trials” and specifically mentioned “Clinical Study Abstracts from The National Institutes of Health (NIH)” as proof of efficacy. In addition, for people on the “road to recovery from opiate dependency,” the defendants touted Recovery Ease as an effective treatment for Post Acute Withdrawal Symptoms (PAWS), a serious medical condition sometimes reported after initial withdrawal symptoms have subsided. Based on a review of the company’s so-called substantiation, the FTC charged that Catlin Enterprises and CEO George Catlin made deceptive claims about the products’ ability to significantly alleviate opiate withdrawal symptoms, increase the likelihood of overcoming dependency, or alleviate PAWS. What about the claim that clinical studies showed that Withdrawal Ease was effective?  False, alleged the FTC. Under the terms of the proposed settlement , the defendants will need human clinical testing to support a host of addiction-related and disease treatment claims. Other health representations will need competent and reliable scientific evidence. Misleading claims about tests or studies are prohibited, too. The proposed order imposes a $6.6 million judgment, which will be suspended based on the defendants’ inability to pay. There also is a clause that makes the full amount due if it turns out the defendants made any material misrepresentations or omissions in their financial statements. This is the FTC’s second case challenging deceptive claims aimed at people struggling with opiate addiction. (The Sunrise Nutraceuticals settlement was the first.) The topline takeway: Marketers that offer unsubstantiated answers to serious health problems can expect to hear from the FTC.","id":3194911,"source":"FTC USA Business Blog Posts"},{"url":"https://lexum.com/fr/blogue/norma-facilite-desormais-la-planification-des-publications","titre":"Norma facilite désormais la planification des publications","pubDate":"Sat, 03 Oct 2026 08:03:45 +0200","source":"Blogue - Lexum","description":"The post Norma facilite désormais la planification des publications appeared first on Lexum","id":3194843},{"url":"https://itsocial.fr/cybersecurite/cybersecurite-actualites/lugap-reunit-a-lille-acteurs-publics-et-fournisseurs-pour-transformer-les-tendances-numeriques-en-decisions/","titre":"L’UGAP réunit à Lille acteurs publics et fournisseurs pour transformer les tendances numériques en décisions","pubDate":"Fri, 02 Oct 2026 08:33:19 +0200","description":"Accélérer la transformation du numérique public, c’est l’ambition que l’UGAP, la centrale d’achat public en France, s’est fixée pour son Smart Tech Forum 2026. We also examine what life inside was really like and how three inmates managed to escape. We also created a detailed cutaway poster inspired by the video, showing the entire island of Alcatraz and how its buildings were arranged, from the main cellhouse and yard to the guard towers and support structures across the rock.👉 Get the poster here, every order helps support the channel so we can keep creating projects like this: https://crowdmade.com/collections/deconstructed/products/deconstructed-alcatraz-poster-deconstructed-r1*(Giveaway ended)🎁 We are also giving one away. Details below.Alcatraz Island is a small rocky outcrop located about 2 kilometers (1.25 miles) offshore from San Francisco. First developed in the mid-19th century, the island was initially used as a coastal defense site with the construction of Fort Alcatraz. Around 1910, the upper levels of the fort’s old citadel were removed, and a new cellhouse was built above its former basement level. The island later served as a military prison until 1933, when the federal government converted it into a federal penitentiary designed to isolate the most problematic inmates. Alcatraz was designed to be escape-proof. Built to hold inmates considered too dangerous for any other federal prison, it functioned as a self-contained community where prison staff and their families lived alongside the prison. The prison closed in 1963 because it was too expensive to operate. Today, Alcatraz is preserved as a historic site visited by more than one million people each year.Chapters00:00 – 00:53 The Escape-Proof Prison00:53 – 02:55 The Origins of Alcatraz02:55 – 07:25 The Island Layout07:25 – 15:19 Inside the Cellhouse15:19 – 21:14 Security Systems21:14 – 23:37 The Escape & ClosureA huge thank you to all our Patreon and YouTube Membership supporters.
